• ৬টা দেশের মধ্যে বাংলাদেশ একমাত্র দেশ যে কমপ্লিমেনটারি সিকিউরিটি মেজারে সম্মত হয়ে, আমেরিকার ন্যাশনাল সিকিউরিটি সিদ্ধান্তকে বাংলাদেশের জন্যে এনফরসেবল হিসেবে বিবেচনা করেছে। অর্থাৎ, , ইউএস যদি চায়না, বা রাশিয়া বা কিউবার উপরে কোন ধরনের ট্রেড ও বর্ডার একশন নয় তার কোন শত্রু দেশের উপরে সেইটা বাংলাদেশের উপরেও জারি হবে।
• এখন পর্যন্ত যে ৬ টি দেশ চুক্তি সাক্ষর করেছে, তারা কেউ এই শর্তে রাজি হয় নাই, কারন এইটা স্পষ্ট ভাবে বাংলাদেশের আমেরিকার একটা স্যাটেলাইট দেশে পরিনত হওয়া।
• ছয়টি দেশের কোন দেশ, border measure – অর্থাৎ মার্কিন রাষ্ট্রের সার্বভউমত্তের সাথে যুক্ত অংশটি রাজি হয় নাই, বাংলাদেশ হয়েছ।

Article 4.1:  Complementary Measures

1. If the United States adopts a border measure or other trade action and considers that such measure is relevant to protecting the economic or national security of the United States, the United States intends to notify Bangladesh of such measure.  Upon receiving such a notification, and following consultations between the Parties, Bangladesh shall adopt or maintain a complementary restrictive measure, in accordance with its laws and regulations, in support of the U.S. measure.

Upon receiving such notification from the United States, Cambodia shall regulate the importation of that good or service into its territory through similar measures as those of the United States in a manner that does not infringe on Cambodia’s sovereign interests.

Upon receiving such notification from the United States, Malaysia shall adopt or maintain a measure with equivalent restrictive effect as the measure adopted by the United States or agree to a timeline for implementation that is acceptable to both Parties, to address a shared economic or national security concern, guided by principles of goodwill and a shared commitment to enhancing bilateral relations between the United States and Malaysia.

The United States and Guatemala intend to strategically align their trade and investment policies to further their shared economic and national security objectives. When the United States imposes a customs duty, quota, prohibition, fee, charge or other import restriction on a good or service of a third country pursuant to relevant domestic law and considers that the measure is relevant to protecting its economic or national security against non-market policies and practices of a third country, Guatemala shall regulate, consistent with Guatemala’s laws and regulations, the importation of that good or service into its territory through measures with equivalent effect as those of the United States. The Parties may discuss such measures in the Working Group.

to TECRO, through its Designated Representative, for the purpose of economic security alignment.
Upon receiving such notification, in accordance with the law of the territory represented by
TECRO, TECRO, through its Designated Representative, shall regulate the importation of that
good or service into the territory it represents from a territory as agreed to by the Parties, in
consultation with their Designated Representatives, through measures having equivalent restrictive
effect as those of the authorities of the territory represented by AIT.

• Must adopt an “equivalent” restrictive measure or agree on an implementation timeline “acceptable to both parties,” guided by goodwill and shared commitment.
• Timeline, nature, and scope of action are negotiable.

El Salvador:

• Must take measures “deemed appropriate by El Salvador, having an equivalent restrictive effect.”
• El Salvador decides what’s appropriate, so it’s more discretionary.

Guatemala:

• Similar: Must act “consistent with Guatemala’s laws and regulations” and adopt measures with “equivalent effect” as the US.
• Explicitly filtered through local law and discretion.

Cambodia:

• Must act “consistent with its sovereign interests.”
• This language gives Cambodia maximum flexibility—no rigid requirement.

Taiwan:

• Measures are only applied “as agreed to by the parties,” after consultations.
• No automatic obligation—only mutual agreement.

Summary:
Bangladesh’s requirement is notably more absolute, immediate, and less flexible than that of other countries, who retained various forms of discretion, flexibility, or room for negotiation before being obligated to align with US measures.
